Yesterday, after listening to the Premier's Work Report, I was deeply inspired and greatly encouraged, which significantly boosted the confidence of our industrial workers. I fully endorse this report.

The report proposes to "strengthen the cultivation of top-notch innovative talents and highly skilled personnel, and build a first-class industrial workforce." In October 2024, the CPC Central Committee and the State Council issued the “Opinions on Deepening the Reform of Industrial Worker Team Construction” which fully demonstrates the attention and care given to industrial workers. The provincial Party committee and government have attached great importance to the construction of industrial worker teams, vigorously promoted the all-round development of industrial workers, earnestly safeguarded their legitimate rights and interests, and maximized their sense of ownership, thus pooling a powerful force for provincial development.

Himile where I work for is the first and only pilot non-public enterprise for workforce reform in the country. Last October, at the work conference held by the All-China Federation of Trade Unions to study and implement the "Opinions on Deepening the Reform of Industrial Worker Team Construction," Himile introduced its practices of thoroughly implementing General Secretary Xi Jinping's important discourses on the working class and trade union work. The company has formed a concept of co-construction, co-sharing, and partnership cooperation, built a growth community where the company and employees progress together, and actively explored the "Himile Model" for industrial worker team construction reform, which received high praise from participants.

Now, I will deliver a speech on deepening the construction of industrial worker teams.

First, we should vigorously advocate for enterprises and employees to co-construct, co-share, and share risks, building communities of shared interests and shared undertakings.

Over the past 30 years since its establishment, Himile has transformed from a township enterprise machinery repair workshop on the verge of bankruptcy into a high-end equipment manufacturing group with 5 invisible champions such as tire molds and nearly 30,000 employees. It has successively recruited nearly 6,000 outstanding key employees as shareholders, which not only improved corporate management mechanisms but also fostered a corporate culture of co-construction, co-creation, co-sharing, and risk-sharing. This has stimulated enterprise vitality and enabled many employees to achieve common prosperity.

To encourage more enterprises to build "Co-Talent & Co-Capital” communities of shared interests, share operational risks, and enjoy operational results, and to respond to the Party and the country's call for common prosperity, it is recommended that relevant laws and regulations be formulated and promulgated at the national level, and relevant ministries and commissions actively introduce positive incentives and supportive policy measures.

Second, we should actively create an environment where "improvement is innovation, and everyone can be involved," accelerating the transformation and upgrading of Made in China.

While vigorously advocating employee innovation and improvement, we should also tolerate failures. To encourage employees' enthusiasm for innovation, enterprises can lower the threshold for innovation to recognize improvement as innovation, and timely appreciate and reward employees' reasonable suggestions in all aspects.

In 2024, over 90% of Himile Group employees participated in innovation activities, submitting 450,000 innovation proposals and receiving over 11 million RMB bonuses. Himile believes that employees' enthusiasm is the best driving force for enterprises, and stimulating their passion for innovation and improvement represents the highest return-on-investment business operation.

We should enable employees to find joy in innovation during their work, gain personal fulfillment through innovation, and realize their life values through this process.

Third, we should attach great importance to continuing education for industrial workers to provide talent support for building a powerful industrial nation.

China is currently at a critical stage of advancing from a manufacturing powerhouse to a manufacturing superpower. To achieve this, we need not only millions of engineers but also several times high-quality industrial workers. With the rapid advancement of science and technology, hundreds of millions of industrial workers urgently need vocational education, especially continuing education, to enhance their capabilities.

Born in a rural family, I became a factory apprentice after junior high school and have worked in the industry for 32 years. As the company developed rapidly, I have experienced nearly 20 different positions. Through the company's strong learning culture, I have extensively studied and mastered multiple professional skills. I am a beneficiary of enterprise continuing education and deeply understand the close relationship between employee professional development and enterprise transformation and upgrading.

It is recommended that relevant government departments actively study and introduce policy measures to support continuing education, encourage and guide enterprises to explore innovative approaches to continuing education, and jointly build "refueling stations" for industrial workers to grow, develop, and keep pace with the times, thereby accelerating the realization of the strategy to build a powerful industrial nation.
